Use Barrow to upgrade the Shipyards on my board to Coal era, using one from Rochdale that flips the Iron Works, and one for 1 pound from the market.
Use Shipyard card to build one in Liverpool that flips straight away, I believe. Total expenditure 27 sterling (25 from the shipyard, one from the iron and one from the coal).
Edit: change the prices for the shipyards, I forgot the coal. Total expenditure is 28 for the turn.

OK, I think I can go first next turn if I play coal for £7 to build in Blackburn, selling 2 to market for £2, then use Liverpool to double rail for £15+1, building rails from Preston to Blackpool and Southport.
Coal flip puts my income back to £3, so next turn I have 59 -21+3= 41?
Play Stockport to build my last Cotton mill for £18+1+2, then play Cotton mill (drawn a turn too late, my first Cotton mill in the game!) to sell to the port in Preston.

Instead of Preston-Blackpool, can I build Preston-Wigan? For some reason I thought that had been taken.

Use Ellesmere, to build a port there (level 3, £8), use Birkenhead, build a shipyard there (£25), using one coal at £2, and one iron at £3, expending £38 altogether, I believe.
Does the shipyard need to be linked to flip? I cannot remember…
