[PbP] - Brass Lancashire

Use Ellesmere, to build a port there (level 3, £8), use Birkenhead, build a shipyard there (£25), using one coal at £2, and one iron at £3, expending £38 altogether, I believe. Does the shipyard need to be linked to flip? I cannot remember…

You can’t get coal to Birkenhead until it is connected by rail to Ellesmere, so building a shipyard there is not possible yet.
