I think “18xx-style tile laying” is a bit of a false step. Often the tile laying in 18xx games is one of the more transparent aspects.
I feel as though they will scare away people who have dabbled in 18xx but found it too brutal, or people afraid to even try.
Whereas, 18xx players are likely to see “18xx-style tile laying” and think, “too bad it doesn’t have the good bits of 18xx, like the stock holding/market, or the train rush”.
