Hold on. Defcon is 3 now, so let’s just use Flower to coup Egypt. Then use abm treaty to lower defcon to 3 and then coup Syria.

That would make sense. I see our military ops are at 4, which obviously hasn’t happened yet. So yeah, if we are actually at 3, then Egypt coup with Flower Power, followed by coup in (I assume you meant) Libya would be good.
