Do the Vulcans have two ambassadors on Ferenginar? I didn’t know you could do that.

Actually, technically they can’t (§XII.3.3.1).

Are you referring to the UCR or the official rules? which version?

Build phase:

  • Disband fleet 2.
  • Build 8 ships at Vulcan, commissioning generic fleet 2.
  • Incorporate 1 ship at Vulcan into that fleet.

Command phase:

  • C1 initiate Stone of Gol
  • C2 fleet 1 exits warp just short of Weytahn; offers trade to Klingons (@Lordof1)
  • C3 ship near Black Hole moves 1 sector closer
  • C4 ship at Ohniaka warps to 1 sector short of that ship
  • C5 ship at Rura Penthe impulses 1 sector towards Vulcan
  • C6 one ship at Mutara Nebula braves hazard

I have a sensation that the Klingons are going to reconsider the amount of support to the Romulan imperial war efforts…

Well, now that you mention it… Klingons withdraw all trade agreements currently active.

I’ll start my build phase regardless:

Buy 1 Ascendancy (5C)
Disband Fleet 1 at Earth
Upgrade shields (6 research)
Add 1 research to Mass Fire Tactics
Use Militarized Industry to build ships at all culture nodes (Kronos, Earth, Sigma Draconis, Rigel, Weytahn)
Build 2 further ships at Rigel and form a size 10 generic Fleet 1 here for free
Build 8 further ships at Kronos and form all ships there into generic Fleet 2 (also for free)

Well, I’ll get started…
Build a starbase at Kronos C1
Fleet 1 warps to Kronos (or just adjacent) C2, C3
Open gun ports and Initiate Klingon ‘Diplomacy’ with both fleets vs the Federation ships around Kronos C4

The Romulan lawyers are asking if “placing” a ship via Militarized Industry counts as “building” a ship in order to fulfill the requirement of “building 3 ships” to form a free (without a command) fleet…

sigh. This is why we always use the lawyers on Kronos to feed the fish.
I’ve always played it this way, as it’s in the ‘build’ phase, including in this game, but I’m happy to ask the majority. As ever, the rules aren’t clear but that feels like a common sense one to me, honestly. If it’s decided that I can’t build a fleet in that way, doesn’t matter too much, I’ll build 1 less ship at Kronos and one more at Rigel, meaning we attack in the end with 18 ships, not 19.

Yeah. Not much of a change. I withdraw my question.
Let’s consider it for next game.
