Can I retire my 2P Trade Agreement from the Vulcans now and give it to the Federation?
You can change the trade agreements you’ve given someone at any time (right now you’ve got 2P to Vulcan and 1P to Fed, and you could move them to be the other way round).
If you want to withdraw a trade agreement leaving nothing behind, that has to happen on your turn.

I think this plan still works.
Build Phase:
1 research to the ongoing project (-1R)
Improve Weapons (-4R)
build 10 ships in Ferenginar.
Command Phase:
Commands 1: Send the Franchise fleet to warp.
Commands 2, 3, 4 & 5 add warp tokens
Drop ships in Risa, Weytahn, Coridan III
ship comes out of warp in Kronos.
I think there should be two ships dropping out of warp at Kronos, and then the fleet disbands
