Being the Fed, you can’t invade. You may attempt Hegemony; this would cost you one Culture to try and another if you succeed. Odds would be d6 + 1 (your Ascendancy) + 1 (Universal Translator) to exceed 2 (tokens + structures on system), so you would automatically succeed.

We extend our Production 3 agreement towards the weak and puny Federation in exchange for their far-less-valuable 3-Production agreement, we offer our 2-Production agreement to the Vulcans for their worthless Research agreement, and our 1-Trade agreement o the Romulans for their 1-Trade agreement.

Exploration: Cardassian Armistice Accords: If you have a Cardassian Rival, you both choose one of your non-Home Systems and exchange Control Nodes. If not, exchange Systems with the player to your right.

(Neither you nor the Cardassians has any non-Home systems, so I think this has no effect.)

I’ll leave the Vulcan and Romulan diplomacy pending for now (ping @Delwayne, @Assussanni) and move on to Card 9, Romulan (@Assussanni).

Vulcans has a culture for 2p, or the one production for 1p, trade agreements. Cardassians already have the research one.
