I can’t see any virtue in moving smoke given that it has to go towards the exits, so I;ll just extinguish (6, 3) and save 2.

Regenerate into CAFS firefighter. Move to west entrance. (3ap)
Extinguish fire fully in 3,1. (2free extinguish AP)
Move into 3,1 and turn fire in 3,2 into smoke. (1AP and 1EAP)
