You are correct if someone is a soldier then the imp cannot kill them. Therefore if the soldier is chosen by the imp and the town doesn’t execute anyone then we would still have 3 players tomorrow and therefore the game would continue.

Similarly if we have an alive mayor and no execution occurs today then the good team win.

Otherwise I agree with @pillbox.

If that is the case evil wins. Evil wins if at any time there are only two players left and one of them is the imp.
