It is not our fault you just recently discovered how to develop an olfactory system and do not understand that all raves and species are “stinky” in some sense. You just need to dial it back a bit so it is not overwhelming.

We still have only a finite number of PDS in our Empire (6, I think?), but you normally can only have 2 on a single planet at most.
This is a very good law for the Winnu, who want to drop ALL the PDS on Mecatol anyway.
It’s pretty good for the Ghosts, since they can fire from one wormhole system to almost anywhere on the board (Malice, for example, is adjacent to 6 systems excluding Ghost-specific tech, which might make it adjacent to 8 systems? And wherever their Flagship is?).
It’s a good one for me because my PDS also function as Infantry for purposes of planetary defence and I can make PDS cheaply and quickly (as evidenced by the 4 I already had on the board).
For everyone else… it’s not bad? But losing a PDS sets everyone else back a Construction turn at least (unless you also need a Spacedock somewhere, in which case it might set you back 2 or 3 turns).
Yes, the Titans can make them cheaply and easily, hence I suggest it is a bad idea to give them the ability to create even more on a given planet. Same with the Ghosts on Mallice. Once PDS’s are upgraded to fire a system away, it gives them far too much “defensive” (read: offensive) capability, as they can fire whenever anyone enters a neighboring active system, even if they themselves are not the target of the moving ships.
No horse in this race for me. I think it’s a good law, but if you want to veto it, go ahead.
Obviously @MIGHTYSploosh will get their Rider back, no issue there, but they might want the Tech Rider to go through, so maybe they’ll offer to bribe you?
