@Captbnut you can only choose 1. Either Expand Borders, or Make History. Which do you choose? @GeeBizzle if you turn in 5 trade goods you could score Negotiate. @COMaestro scores Make History @GabrielH scores Expand @Marx scores Make History.
Technically, I have 12 votes (I assume you missed a Terraforming… there are a lot of them on my cards).
Anyway! I recommend a vote for either the Xxcha or the Winnu, since they are in last place… and both have relatively substantial fleets able to hold onto the Shard.
In self-interest, I would recommend a vote for the Winnu… I think they’re easier for any of us to attack (the Xxcha are notoriously powerful on defence), but for that same reason we should probably vote for @Captbnut and the Xxcha. Sure, it’ll be harder for me to get (not least because the Xxcha Kingdom are wise and powerful and friendly with the Titans), but it will be harder for all of you evil, back-stabbing, manipulative evil-evil-evil doers to get as well.

In order to complete most Victory Points, you have to spend the resources on that Victory Point and nothing else.
So it’s not about spending 8 Resources (for example) at some point during your turn: it’s about not spending 8 Resources at any point during your turn such that during the “score victory points” step you can spend 8 Resources at that moment, to earn you the point.
DItto for Trade Goods, Influence, etc. Those are resources you spend at that moment of scoring.
So spending 5 Trade Goods here will actually prevent you from scoring that Victory Point later (next turn), unless you accumulate 5 more Trade Goods.
