Just so that everyone remembers… an activation token is placed on the system you are building either that space dock or PDS… (only those using the secondary)

I use my action card, Ghost Ship, to place a destroyer from my reinforcements at Mecatol Rex.

I’ll activate the beta wormhole system, and bring in the last destroyer from Creuss. I believe that should unlock Sai Servarus.

ie, you may not need to waste a tactic token with the action stated… there are other ways…
