According to the rules, there is no “choice”… whoever has the most provinces in each of the regions just gets it, don’t they?
No, whoever has most in each region gets a choice in which of the spots they claim. By the instructions, it looks like the physical game has 36 tiles, each with two of the icons from the row/column to determine which 6 spots will be available that turn. Then, the player with the most provinces in each region will get to claim one spot. This is done in a random region order, but after each turn, the region that was first will move into the last position.

I do not understand, but that’s okay because I don’t have the majority in any region so I don’t have to pick! Woo!
