Sorry @Chewy77, but you either need the location card or the industry card to match to build an industry. So you either need a Cotton mill card or a Manchester card to build that mill

Ok, ok, ignore the Cotton Mill in Mancs. Given that my idea of canals was wrong, that opens other options. Swap cards down, the Barrow card for a loan, and the Liverpool card for a canal to Preston for 3 pounds.
