Back when I worked at Sprint, effectively everyone in the building has the same service attached to the same tower. You can imagine, then, the cacophony of the system/government alerts all sounding at the same time (in the US, at least, these “broadcast” notifications are issued by way of the cell tower receiving the notification and then sending it to every attached device).

Yeah, same tech here. And at least one person I know in the UK with a roaming (Norwegian) phone did get it.

I didn’t get the alert: a few days ago I discovered that there’s an option in settings to turn it off.

I suspect you’d find them grouped by network (real network, not billing provider - O2, EE, Three, Vodafone), because the towers have to be activated individually, and then possibly more delays as the data get through to particular phones.

weekend with friends. until Monday. anticipating some bad weather. left is the packed bag. right my first attempt and the ones that had to stay home. hiding under the small games are Detective Club and Long Shot. one of my friends or bringing their copy of ark Nova so we should not lack for things to do.
