Then, the Head of the Investigation must move each of the Wretched pawns on the game board. Each one must move along dotted lines to an adjacent, unoccupied numbered circle.

A Wretched pawn must obey the following movement restrictions. It cannot:
- end its movement adjacent to a Police Patrol token;
- cross a Police Patrol token during the Wretched’s movement; or
- end its movement in a circle containing a Crime Scene marker.
If a Wretched has no legal moves it remains in its current circle.
(The fixed red circles are not Crime Scenes and may be entered and left freely.)

I think I’ll do as InkyBloc suggested, and move (mostly) North twice, to 85-86.
If Whistle_Pig doesn’t move then I think between us we could check 85, 86, 99 and 100. If we don’t find any clues then we know Jack headed north out of 84. Does that sound like a good plan?
