With a probe in orbit, you can manoeuvre it to Earth (0 thrust). You must face the Re-Entry hazard (which does nothing except to capsules). You may face the Landing hazard, but if you don’t have Landing tech this is an automatic destruction. You can simply choose to ignore it (Landing is airbags and little solid rockets and stuff like that, not mere parachutes, which is why it’s also optional on Venus).
So I need Reentry technology to face the hazard?
No. You need Reentry technology to build a capsule which can potentially survive the hazard. Things other than capsules are entirely unaffected by the Reentry hazard.

Here’s my reading of the rules.
I only test reentry on something that could be damaged or destroyed by reentry. So your damaged probe would not need to test/ could not be used to test.
Landing on earth is optional (because of the brackets). You can return things to earth risk free, they just land in the sea.
So you can return a damaged probe to earth with no risk. As you have the landing tech, you could attempt to land (on land) but as it is damaged both minor and major failures would destroy it.

No. The landing can wait. Not in a hurry.
I think:
- I started the turn with ¤25 and a Saturn
- I launched the Saturn
- I received ¤20 and spent ¤15 on another Saturn, which I launched
So I think I now have ¤30, no hardware, and fully-debugged Saturn and Rendezvous advancements - correct?

Given the cost of getting Saturn to its current state, I’d want quite a bit in return. We might be looking at fully-tested Life Support, Re-Entry and Landing, for example. (Though I’d be willing to loft test hardware as part of that.)
That’s a pass for now for me then.
