RossM is now the leader of the opposition, and will take control of the (new) PM if the vote fails, and move the policy dial one step clockwise or anticlockwise (meaning: power to shares or power to shipyards).
Any player can now choose to add their votes to his coalition instead of simply yea or nay. Three or more nay votes from a player will change who is the leader of the opposition.
The current PM can call for a new round of voting as many times as he likes, provided that at least one vote is cast each round.

After being encouraged to raise this law to see it fail before parliament is disappointing. Can I encourage @Whistle_Pig to vote and I will provide some form of recompense

Since you had to declare it beforehand and already said you’d do it, perhaps that’s not a good incentive for me after all 
(curse my short attention span). How about good old cash for votes?
