I just realised I never covered governors, and that might figure into your plans so:
no cost, 4 dice (some regions only get 3), on success gain £1 from graft and:
tax to add £2 to the presidency or company funds OR
gain 1 regiment OR
half-build a Company ship (first success - put the token on the region, subsequent success - move the token to sea)
On fail, 1 unrest
Can keep going, rolling one less dice each time, and gets £2 instead of £1 for a success after a failure, and more unrest for every tax action after the first.
Unrest adds 1 to any invasion or rebellion targeting the region, and also causes a rebellion every time any company region is attacked. Unrest is basically only cleared after a successful deploy in the region (which, with no tower, no loot token, means just £1 per commander/officer).
Also we only have 1 crate of Opium (currently in Madras). I believe you have to conquer locations to secure more poppy harvest - you can see the box icons on the map

Reminder that you know (from card counting, ahem, rumours) that the next event is a leader arising somewhere other than Bengal, at strength 2.
Some knowable details about odds for next two cards:
The more regions you control, the more likely that leader leads a rebellion in a company-controlled region. (currently 1/5 chance, goes to 1/3 with another non-Bengal region controlled.)
Then there’s a 3/14 chance of another leader arising (strength 2-4), anywhere other than Bengal.
About the elephant, if Maratha succeeds in its invasion of Bombay (2/7), it will then look to expand into another region adjacent to Maratha. The shuffle and peace events (3/14) can move the elephant anywhere.
There’s also the chance of a foreign invasion (1/14), most likely in Bombay/Madras/Bengal.

Yes. Opium is great, but India isn’t a great place.
Bengal can only fill one order.
Madras has no ships to complete orders.
This plan is about putting everything in place so we can exploit china trade next turn.
If our armies plunder hyperbad and Bengal, and I’ve provided enough money for mercenaries, we can trade on a larger scale.
Bombay already has the ships and money to trade locally.
However, even if Bombay is subjugated it can only fill two orders and has three ships.
So I suggest the new ships and one old are moved to madras.
The armies can take territories
The governor can build a further company boat.
Then everyone trades and we end them turn rolling in cash.
In that case, the DoT requests 3 in order to attempt to open another order that can be traded.
But by plundering we open up the orders anyway.

Only in Bengal, I believe. I could then open one adjacent, or in Punjab, or anywhere really. This all depends, of course, on how many ships we will have available.
I could take less cash launch a ship in the south and move one from east to west?
