I think you can leave them outside, but they aren’t fully rescued until they reach the ambulance.

That’s correct, you can leave a victim outside indefinitely just as you can leave them inside. They can still be harmed by explosions that spread fire (briefly) outside the building.

So you can be outside on (0, 3) with the victim and the smoke extinguished having used 8 of your potentially 10 points. Do you want to save the rest, or do something else with them?

No I will drag them to the ambulance then head to the poi at 2,7

With 2 remaining points you can get to (0, 4) with the victim - I’ll leave you there.
