My dear chap, while I may have more tendency than most to run it in GURPS, it definitely isn’t the perfect system even for me.

On the topic of the British naval force projection world building I’d recommend added research around the guano islands act and how the Haber process may be accelerated as that’s a key part of developing U.S. naval activity in the pacific.
I can also recommend Byron Farwell’s books Queen Victoria’s Little Wars and Eminent Victorian Soldiers as solid (if dated) summaries of conflict zones and activities during the period and the general attitudes around leading a “forlorn hope” as a gamble with returns that could make it worthwhile.
