Okay, as for the wheelin’ and dealin’:
Obviously we can’t let this upgrade go to the Xxcha. They already outpace all of us in resources, and are going to gain Archon Vail next turn (a deal is a deal), giving them yet more influence and resources. So they’re out.
The Mentak have the fewest resources, but since they border the mighty Xxcha, giving it to them is kinda like just giving it to the Xxcha. We need to give this valuable planet to an empire capable of protecting it from the ravages of Turtles.
That leaves Yssaril, Ghosts, Winnu, and myself as solid choices. I’m currently more resource rich than any of you (aside from the aforementioned Xxcha), and even when I lose Archon I’m losing Influence more than Resources. So I humbly remove myself from consideration unless nobody else can come to an agreement, in which case I think I’m the logical “Better than Nothing” option.
Right, so with that aside, I propose that the Yssaril might be a good choice. They have many viable planets to choose from, and none of them are immediately within striking distance of the Xxcha or whoever is in 2nd place for resource production (that would be me, for those of you following along at home… none of the Yssaril planets capable of receiving this upgrade border my worlds or fleets). They have enough production to protect themselves from predation from the Winnu, no nearby wormholes to threaten instant invasion by the Ghosts… I think the Yssaril are a solid choice here.
And for 1 Promissary note of their choice sent directly to the Titan reserves, I will vote accordingly. Are we not magnanimous?

Nah, I liked your earlier analysis. Yssaril are obviously the good choice here. 
Though I really do not have much to offer beyond a Promissary Note.
The Titans just received a free Dreadnought, so I do not think they need any further resources at this time.
So I propose Meer, owned by the Mentak. Though, @Captbnut, I would be willing to throw my weight your way as the favor owed, if you would like.
