you may have been counting “resource” instead of Influence. Your total available is only 7 instead of 9.

Build (I can build 6, due to the Spacedock’s 5 and the PDS’s 1): 1 Saturn-Engine (2), 1 Carrier (3), 2 Fighters (1), and 2 Infantry (1) for a total of 7 Resources (exhaust Hope’s End and Sem-Lore, spend Trade Good)

@GeeBizzle that total cost is 8. with Sarween Tools -1. But you only have 5+1 resources counting your trade good.
So you are short by 1.

Do we have to be neighbours to trade? I thought so, we weren’t neighbours when Leadership was played (iirc)

yes, you were neighbors at the time it was played…
both had nearby systems. (you don’t have to have a ship)
