Ah @RogerBW, I’ve just noticed a stupid lack of detail in the orders I had passed along before.

I’d like to modify the orders as follows
If @Delwayne and I exchange trade deals, the Ferengi ship in Risa will stay there.

MODIFICATION:
Orders 3 & 4: A DIFFERENT ship from Ferenginar will explore south towards the Federation
5) start Knowledge Equals Profit

the Ferengi ship cannot enter Risa at all without prior Trade Agreement

As Carletto80 says, the Ferengi ship had to stop just short of Risa since it was already occupied by (at that time) a hostile rival ship. So if you want the TA to kick in, you’ll need to use one of the Commands to impulse it in there.

Exploring south:

Space lane: d3+1: 3
System: Yuri (RC-2)
Exploration: Talosian Benefactors (for each Rival Trade Agreement you hold, take 2 Research.)
