By a rapid reading of the rules, you need to occupy a system before invading it (i.e. be the only player with ships in orbit).

So, according to the rulebook I have, in section 10 (opening blurb) it says ‘If there are any Rival ships in the system, you must attack the ships before invading the system’ - the Ferenghi aren’t rival ships. The Federation would have been because invading their planet automatically revokes the trade agreement.
It’s possible I need the Ferenghi permission before I invade though?
You do. It is in the Trade Agreements section rather than the Invasions section, rule 13.2.2.
Okay. @Canadian_Errant Do I have permission to invade Earth? Or would you like to lose my Trade Agreement and your ship in fairly short order? If you agree, you lose nothing.
(Being just made aware of this, @RogerBW , I’d like to postpone the poking Paulson Nebula until my very last command, to free up a command for a space battle, if that’s required and possible. Apologies to retrofit but I’m hoping this seems fair as I actually would have done this if I was aware of this rule; if the Ferenghi agree I have no need to use the command on starting a space battle with their ship, and can poke the nebula as before. If the Feregnhi don’t agree, I’m happy to reroll everything of course).
Extra command not needed. It is all one battle. The Ferengi ship is part of the Defense.

Yes, Ferengi would need to give permission. Canadian_Errant is away from decent internet access at the moment. If he said no, the options would be to do something else or attack his ships, but since it’s the last command of the turn that would make a difference.
I’ll hold off the Ascendancy purchase until that’s confirmed one way or the other. (The Federation TA held by the Klingons was returned automatically by the attack.)
I think the smart business decision is to let the Klingons do their thing
