Perhaps just a case of using the cards for the sake of it / to throw us off? I don’t believe they carry over to the next round.
I think Jack is likely in the North part of the map somewhere, but there’s always the chance he coach moved from 20 back on himself, e.g. 20 → 41 → 21, alley to 22, setting up for a return to his well publicised hideout at 23…
