The army is unlikely to achieve anything without funds, and the cheapest local alliances are somewhat more expensive than elsewhere: I’m seeing £4 for 2 strength (Jagat Seths and Gwalior) and £2 for 1 strength (Orissa) in the screencap. It might save a little time if you state how much money you are willing to provide.
