I see no cases with exactly one soldier on them, and since you start the turn with none in hand you won’t be able to add two anywhere.

Imminent-2 is the one with 2 soldiers on, I assume that is drone strike target 1. If you have a second target you’d like to volunteer with your 2 soldiers we can drone strike that as well. Imminent-4 might be a good candidate, I think I need the mystery Intel card to be high positive to have a chance at succeeding and my hand is all red.
Apologies. So I seem to have two imminent and probably not enough cards on them! I think I can take Guarded 2. Then for @Assussanni i can add 2 soldiers to imminent 4.
Then I can play a card to imminent 2 to get rid and a card to imminent 6 to try make the difference.
Am checking with @RogerBW whether get stuff for discarding a particular card. If it is net positive I will discard, recruit a soldier and end my turn.
