Ok. By my reading of the rules there are no spaces exactly two hexes from my cities that are at least 2 hexes from an opponent.

So I have to place it next to one of my cities that doesn’t border a rivals city?

Final action - collect food and stone from size 2 city.

By doing this you do kind of force me to attack that barbarian settlement next turn (advance roads, move), which would leave me with a city and army uncomfortably close to yours. Then I guess we enter an arms race…

I’m open to a different location if you can suggest one?

If it’s all the same to you, next to your first city would avoid the military escalation. You’ll still need to recruit defence and take the barbarian settlement, but that’s unavoidable.

and you are safe from Barbarians moving because it will not happen unless you use that last advance token and make an event happen on your turn.

1 - Advance engineering for free from math advance.
2 - Collect a rock and food from settlement.
3 - Construct Observatory, and receive an action card for that.

You’re right, you can’t build a city bigger than the amount of cities you have. So… one sec.
