It wasn’t clear from the rule book I was looking at whether you can pass or whether you must take one of the available actions.

LOL, somehow I totally missed that I had control of that. Sorry about that.
So ignoring any card I gained with the Steward, I will have B3 attack R7 with all four units. That should eliminate all banners in both regions.
Then draw the card, which has already happened.
Then on to the Blue Marshal.

@Assussanni - it’s pretty clear in the FAQ on BGG that you must take an action, if you can. And you can’t choose an action that has no effect if there is an option for one that does.
