Then I will use a red and brown card during the Chancellor’s turn to attack with all four banners from T1 to G2 (which because of the river, I believe is only bordered by G4, correct?)
Then use a blue card to attack again with three banners from G2 to G4.
That is a good one! However, if you look closely, the river has no bearing. G2 is connected to both G1 and G3. The heavy lines determine borders.

but you can only swap a nation once. This is also done in player order.
And you can place Advisors in a province. At end of game they count as a city (only for you) for that nation (who controls that province).
