Elective monarchies aren’t out of the question. the kingdom of Poland was effectually elective until Poland got partitioned among its neighbours. The Holy Roman Empire was technically elective until it was dissolved by Napoléon in 1806. The kingdom of England was effectually elective until 1066. The kingdom of France was elective technically until 1328 and more or less effectually until 1180. Elective monarchy was the early-mediaeval standard, and hereditary monarchy only became usual in the late mediaeval and even the Renaissance.

Of course the elections were never popular and seldom free — which is how you get infants being elected.
