C6 Begin combat with Ferengi ship at Regulus V

I would have taken all three fleets to Ferenginar but losing that starbase means i lose a command, If I understand things correctly.
(If I’m wrong, and I retain that 7th command for this turn, then all 3 fleets go to Ferenginar and begin combat- and the Ferengi ships at Earth and Regulus V remain unengaged)
