You don’t need the Science Fleet power for this - I think that’s for the occasion when you’re leaving ships in place to do ongoing research, so they start their turn in that space. When the fleet arrives at Eagle Nebula it automatically rolls its (single) ship-destruction check. Does that alter what you want to send where?

  • Nobody has an Ascendancy (A 5), Supremacy (own 3 homeworlds), or Agenda (Vulcans not in play) victory.
  • Nobody is Exterminated.
  • Nodes produce: Federation PPPPRRCC, Klingons PPPRRCC, Romulans PPPPPPRRCC
  • Trade agreements produce: Federation PPP, Klingons PP. Agreements in Romulan area un-Exhaust.
  • No Resources from Advancements
  • Command tokens are reset
  • Ships/fleets at warp get another Warp token
  • the empty Phenomena get Research tokens

In order Romulan, Klingon, Federation, each power may bid a number of resources (Production, Research, Culture). All resources bid by one power must be of the same type, and you may not bid the same number of resources as anyone who’s already bid. Highest numbed of resources gets first pick of the turn order cards; all left over are dealt randomly to non-bidders.

Romulus bids 1 Production to maintain control of the Galactic Senate.
