I always thought of it as which decade you spent most of your school years in, because you barely remember your pre-school years by the time you’re a teenager. So a child born in 1980 would be more a 90s child than an 80s child.

Yeah, but those of us born in the latter half of the decade have it harder. 7-12 in the 90s, 13-17 in the 00s. The millennium was truly a bridge between epochs.
