Play Liverpool and build a canal between manchester and Warrington (£3).

Play manchester and take a £30 loan.

Looking at the map, it’s only a train track between Ellesmere and Birkenhead. The canal is to Liverpool.

I’m happy to pause my turn if chewy wants to take the canal I used up. Otherwise I’m happy to stick with my choice.

So replace the canal to Liverpool instead of Birkenhead (still £3) and build the seaport in Liverpool.
